trends in LE in the last decades (focusing on Philadelphia)

Intro: title and text.
Event 1:
- Text: how its going up (1960 - 2000)
- Viz:
  - Data should only in Philadelphia
  - y-axis: 70-80
  - x-axis should be from 1960-2000
Event 2:
- Text: event 1 (2000) + stagnant (2000-2010)
- Viz::
  - animate an x-axis extend to 2010
  - add the vertical line at year 2000
Event 3:
- Text: event 2 (2010) + it drops (2010 - 2023)
- Viz::
  - animate an x-axis extend to 2023
  - add the vertical line at year 2010
Event 4:
- Text: Compare to US overall
- Viz: animate in the US trend line as a different color (light blue)

@anujtanwar98 a few things

please work in this repo. Perhaps make a folder in root called /scr to hold your experimental code/apps.
I have put a json object in main/.etl/clean/le_us_philly.json. This has some simulated LE data for your to start prototyping with.

The trend looks something like this
