Drey Finance needs multiple fiat on-ramp and off-ramp partners to support each geography that Drey Finance will operate in.

This is vitally important. Drey Finance must have, prior to being generally available, a fiat on-ramp/off-ramp partner for each territory it operates in.
Hypothesis
User experience is key. The user should be able to put enter in a debit or credit card and purchase bitcoin as part of their on-boarding process. They should not have to purchase bitcoin somewhere else and deposit it into a Drey Fund. The whole experience should be seamless.
Acceptance criteria and must have scope
In addition to the above criteria, a user should be able to select a bank account and the Drey Finance system should automatically convert the bitcoin into fiat and send them fiat for their monthly distribution. In reality, this will probably be a fiat off-ramp partner that will store the end user's financial information and a GUID that Drey Finance actuaries can use to contact the fiat off-ramp partner.
