I fixed the CCS & JS import issue in the app.blade file. Server version allows it the way @dpoulson has done it however locally it doesn't seem to return the app.css stylesheet. Reminder to swap over the comments upon completion.
Designer dashboard is now created and functional with correct Gates for auth.
Designer dashboard can now upload an image to add it to the homepage image list.
