Specify ruby-version on ios-base

Overview (Required)

• In iOS project, make init and make xcode are failed.
• This is caused by ruby-version changed to 2.6. It can't install by rbenv, so they are failed.
• So I add .ruby-version to ios-base directory.

> rbenv install 2.6
