The tap area of scrollable content invades the tab area.

Steps To Reproduce

Go to a vertically scrollable page with tabs.
Scroll down a little.
Tap where the tappable content that scrolls and disappears overlaps the tab.
Gets the tapped result of content that is partially hidden.

Expected behavior

Get the result of tapping the element as it looks.
- In this case, one of the tabs.
