Params upload from Tower not saving to Copter #1719

Making Params changes in Tower and then uploading to Copter on drone, then rebooting drone and Params are not saved. Need some kind of save at the Copter.

Once the parameters are uploaded, Tower has done its job. An issue like you are reporting would be in the ardupilot firmware.
