Add geofence hardware test #7

I've added a test for geofences, that tests invalid and valid geofences using the geofence/push service and a circular geofence using the GF_MAX_HOR_DIST parameter. Small edits were made to other files in order to add topics and services related to the geofences.

Thank you @michaelpri10 ! I got these changes merged in d8a643d1d8bf8b790592634a8299bd6623b679bf

It looks like GitHub is having a hard time seeing that the code is incorporated because I rebased... :shrug:
