Get layout tools setup #6

I'm probably going to use EagleCAD unless someone has a strong feeling towards one layout program or another. We need to be on the same page for this to cut down on migration headaches, so let me know in here if there is any preferences.

I prefer EagleCAD since I have used it for other projects.

Ok we are using Eagle. Everyone make sure you have the newest version (7.1) so we don't have issues.
