Create a subclient / CLI options for setting up a proposer node.

Refactor into smaller issues/tasks (probably have the shard_ID as an option for each command):

• [ ] options for register_proposer: --deposit=<ETH_value>, return result, or errors for asserts
• [ ] options for deregister_proposer(): no options, return true or errors for asserts
• [ ] release_proposer(): return result: no options, return true or errors for asserts
• [ ] proposer_add_balance: --deposit=<ETH_value>, return result, or errors for asserts
• [ ] proposer_withdraw_balance: --withdraw=<ETH_value>, return result, or errors for asserts
• During period period - lookahead_length to period period - 1
• [ ] Collects blobs from the shard network
• In period period:
• [ ] Prepare a proposal with proposer's address, bid and signature
• [ ] Reveal the proposal to the shard network
• [ ] Broadcast the collation body (TBD) to the shard network
