Update COD due to Drupal security releases

When COD has a new release we'll need to apply it. We currently need three security updates:

• [ ] Drupal core 7.38
• [ ] IEF 1.6
• [ ] jQuery Update 2.6
• [ ] Views Bulk Operations

COD beta11 is out as of 7/7. https://www.drupal.org/node/2528558
