Add link to main menu to manage conference admin interface #64

Drupal tabs are being removed / styled away from home page, so we need an easy way to get to the conference administration. A menu item should be permission aware and only show to those that have access.

Added menu item "Manage Conference" to admin/conference/1. Moved Add CTYPE links under "Submit a Session" main menu item. All should be hidden/shown properly by permissions.
