Add necessary configuration to project repo and contact Amazee team to get a dev site going.

Added amazee deploy user and webhook to repo. Waiting for a weekday to submit a dev site request to the amazee team.

Hey @tandroid1 and @jnettik - The dev site is ready to go on Amazee. Here's the link: http://full2018.drupalcampcolorado.org.develop.us2.compact.amazee.io/

I added the database that @jnettik sent to me in the #website slack channel about a week ago. Let's treat the dev DB as canon moving forward.
