10 years ago Menu item are not translatabe in D8 yet.
The workaround would be to find a way to use a different menu for each language.
In D6 and D7, it can b done by translating the variable that set which menu is the "Main Menu" seen by the theme, but it looks like it is not doable in D8.
So far, we are unable to translate menu items.
There is an "Enable Translation" checkbox on the edit page of a menu (eg. http://dcmontrealdev.prod.acquia-sites.com/en/admin/structure/menu/manage/main) but its state is not saved (and no error message is displayed).
