Switched out Seven for Claro #56

@jackinloadup I'm not sure how I feel about this yet, so I'll leave it up to you. Specifically the admin toolbar isn't styled to match Claro yet, so it feels jarring. Thoughts?

My initial thoughts are that the theme looks nice but we might as well wait at least one Drupal release before pushing this in. Seems like a sane action given 1) no one is asking for it AFAIK 2) still experimental
