Variability among annual mean temperature is considerably underestimated, i.e., too many average years.

See figure IntegrationTest-WeatherGenerator_CompareWeather_QQplots.png produced by the weather generator integration tests.

--> Suggested solution: Incorporate temperature correction factors at an annual time scale to correct for wet/dry years
