Test cheatgrass-wildfire loop, prescribed fire, and wildfire to ensure all options are working properly #482

This issue involves testing of the different fire options within STEPWAT2 to ensure the new code strucuture is working as expected.

@chaukap can you do some testing here? I will as well and we can report back.

I tested the cheatgrass-wildfire loop, stochatic prescribed fire (i.e. non-cheatgrass driven wildfire), and prescribed fire at a fixed interval using 300 years and 100 iterations. All of the options seem to be working as expected. See the spreadsheets below.
