Increase minbio (seedling biomass) for all species

Some time ago, we determined that very small seedling biomass values (minbio) were limiting the rate of biomass accumulation via growth, particularly for short-lived species like annuals.

@dschlaep and I came up with some new minbio values for our sagebrush functional types, with increased minbio for most species, but especially for short-lived species and annuals, which have only 1 year to grow and approach their maxbio (maximum biomass).

This issue will implement these changes in species.in.

The proposed values are shown in the attached spreadsheet. Green highlighted values are those we have been utilizing in simulation runs and the ones we plan to move forward with.
