Addresses #493: Output depends on the time when the code is executed

Merging this PR into STEPWAT2 master should happen after

the corresponding PR https://github.com/DrylandEcology/SOILWAT2/pull/275 is finalized and merged
SOILWAT2 submodule points to master branch again
