In the fire module, we determine if wildfire or prescribed fire occurred in each year. A single wildfire column is written to the bmassavg.csv output file and a prescribed fire column for each resource group (plant functional type) is written as well.
We need to add a flag in bmassflags.in to allow the user to turn on or off the writing of this output and then move the variables to the appropriate struct: bmassflags_st
