Adjust %live fractions for some STEPPE functional types #210

Identical to https://github.com/DrylandEcology/STEPWAT2/issues/462 in STEPWAT2.

This issue serves as a reevaluation of the % live values that are necessary to calculate the live biomass (g/m2) in SOILWAT2, which influences transpiration.

The spreadsheet below includes the old % live values, along with my new proposed % live values. My new proposed values may need to be adjusted upward or downward a bit for some groups - see the comments column for some questions I have for the group. I will be getting Bill and John's feedback on these values, along with @dschlaep when he returns from his trip.

Additional adjustments proposed such that peak % live values match the peak of phenological activity. All values in red in the below spreadsheet indicate the proposed changes that accomplishes this.
