Update default trco_shrub parameters in InputData_SoilLayers.csv #214

Need to update the default values for two of the trco_shrub values to be consistent with root inputs in the STEPWAT2 phenology branch, as shrubs are now rooted down to 100cm. If the user doesn't know to update these, the code will fail.
