Update default values of var and pseed for annual species in species_template.in #217

When var and pseed were moved from InputData_Species.csv to species_template.in, the wrong values were pushed. This is causing a.cool.forb and a.wam.forb to have zero biomass in all simulations.

This issue will restore the previous and correct values to species_template.in.

Previous, correct values:

0.008 30
0.008 30

Also, brte viable years should be 3.
