Since this branch fully contains two other branches feature_read_weather and feature_climate_predictors, merging this PR will also satisfy goals of their separate PR https://github.com/DrylandEcology/rSOILWAT2/pull/210 and PR https://github.com/DrylandEcology/rSOILWAT2/pull/211. Thus, this PR will close https://github.com/DrylandEcology/rSOILWAT2/issues/204 and close https://github.com/DrylandEcology/rSOILWAT2/issues/205
