Add AllWork tag to Nuclear WorkType #16

AllWork is a tag used by Royalty's lazy guests who don't do work to distinguish which types of work are actually work and which are simple things like bedrest that anyone should do. Adding the AllWork tag will prevent guests who "refuse to do any work" from doing this work.

Bit clumsy with GitHub, but it looks like I got it working. Thoughts? I commented about this on the Discord, and realized I might as well just start doing this as pull requests directly to the GitHubs for affected mods to make it even easier.
