Hide scrollbars on short lists

If a list (data providers or data types) is too short, we should hide scrollbars.

Huston, we have a problems. I don't have any scrollbars on MAC and how do you think, how we can do it? Calculate heights of items and get a diff of container height? Anyway I'm already tried to fix it here: https://github.com/DucaturFw/ducor-frontend/commit/7341cf37005fa38ce866b3fd316f31b09a3360ef
