I had the idea that making a "release" on gh required an .xpi file because I have seen that before. So I did all this research.
After this was done I went looking for example xpis from smaller developers and after going through over a dozen extension repos, wasn't able to find a single one. Most small extensions don't have a release at all, while others have code only.
From looking at other ff add-on repos it looks like 3 files should be included:
