As seen in the image you provided, you are still in the module management workspace.
As seen in the image below, these are the commands available for the module management workspace.
It by design that the module command does not function as a global command as our focus is more into the various workspace that we have in Terminus.

After CS2113T is added, command for module is shown not found.
'module' should not be a non-valid command. It should be a global command because that's the program's key feature.
