Getting started command #26

Would be easier for new users, that doesn't have their kattis config in place, to have a command which would create it from them.

Ideally it would be interactive, download the api keys automaticly for the user and ask for their preferences (such as programming language).

We almost have this now with kattis startup, though we still need the 'get api key' part. In due time.
