Enhanced Celestials Lunar Event chat notifications occasionally send twice #8

Lunar Event chat notifications will sometimes get sent twice. This appears to only be superficial, and does not interfere with the execution of these lunar events.

It seems that this second notification only happens at the beginning of the day before a lunar event, and only when time is set to run very fast.
