Updates to YARP 2.0 fixing the following 2 problems for us

YARP 1.x had no way of short-circuiting the HTTP forwarding in a request transform. This feature was added in YARP 2.0.
remove in-memory config provider that we copied from the YARP samples

Also added the missing tests for the YARP extensions
