Tagging - default template #349

Can we get a default template issue with version number? to keep track? for example:

Subject:

[X.x.x] -

This will allow people to set their version number and we can see at a glance any outstanding issues without tags etc.

Yes, we've been improving the GH issue management and we will use proper labels + milestones in the future.
