Adds duke-ds-auth-provider-affiliates API for searching NetIDs

Adds a new route under v2: duke-ds-auth-provider-affiliates for searching and reading auth provider affiliates (e.g. NetIDs)
Moves detail routes from duke-ds-auth-providers to this new API, including get-or-register-user
Simplifies listing/searching for affiliates in this endpoint by using a default auth_provider_id (Determined by DDSEndpoint.is_default - see https://github.com/Duke-GCB/gcb-web-auth/pull/33)
Updates gcb-web-auth to 1.1.0 with support for default DDSEndpoint
Updates DukeDSClient to 2.1.1 with support for auth provider affiliate endpoints
