Multiple commits to bespin-cwl required to create a deployable workflow

To deploy a workflow requires

• a packed workflow that is part of a bespin-cwl release. Example: https://github.com/Duke-GCB/bespin-cwl/releases/download/v0.9.3/exomeseq.cwl
• an import document that references the packed workflow and associated files. Example: https://github.com/Duke-GCB/bespin-cwl/blob/master/examples/exome-seq/exomeseq-bespin-prod.json

The import JSON document references the workflow that is packed by travis on releases. This results in a user needing to make two commits to master to have a workflow ready to deploy.
