sql_divert the rest of the old "RegulatedNoiseSettings" to the database #100

All remaining values loaded from RegulatedNoiseSettings must be diverted to the database. The RegulatedNoiseSettings class should be still used as import class if a user want to import his settings from this old "conventional" RegulatedNoise installation.
