Add PA System feature to Admin Console in Kits #523

I am a Kits administrator trying to communicate a problem with Kits to users but I don't have an effective way to do that. This makes me feel ineffective.

How might we (the Kits project team) create a PA System feature in Kits for admins to use for communicating important messages to Kits users?

Questions How might administrators use this tool? What kind of messages will the PA System be used for?

Assumptions Administrators will need a way to communicate with Kits users through the applications's main page, such as through a banner. We need to be able to control the timing of a message, ie when it starts and ends. Message urgency should be an option for the feature (high, medium, low). Embedding HTML in the messages is important for the first release.

Hypotheses A PA System feature will be useful to Kits administrators for communicating with Kits users.
