Combined course kit does not synch with Sakai membership

Describe the bug Users are not being added to the associated Sakai site for combined kit when using Add Participants in Sakai.

To Reproduce Steps to reproduce the behavior:

1. Go to Sakai site multiple rosters.
2. Click on on Add Participants.
3. Add user to one of the linked kits.
4. Click Finish in Sakai
5. User does not show up in Manage Participants in Sakai site, even after 24 hours.

Expected behavior After adding the user to the kit, I expected to see them in the Sakai site under Manage Participants.
