Add STM32F MCU to Arduino #1117

What change would like to see?
I'm working on a project where the customer has specified the STM32F MCU, like 
the STM Discovery F3 board or Leaf Labs Maple. I reviewed the Maple and it is a 
work in progress porting to Arduino. Also, when I review the Arduino site, I 
don't see the Maple included in the Hardware section.

So, my suggestion is about including the Maple into the Arduino ecosystem and 
how to better complete the porting effort.

Why?

It seems Leaf Labs has not posted any work for some period and needs help 
completing this porting effort. Having more than one silicon vendor is good 
multiple sourcing practice.

Do you really believe Arduino should actively support another commercial 
product that competes with Arduino's own boards, especially one that is sold at 
a loss by the chip manufacturer?

Can we stick to micro controllers here, not much more expensive super power 32 
bit "mainframe" competitive systems.
