[REFACTOR] Use Decorators for socket.io event handlers on server

Description

This issue seeks to use decorators for socket.io event handlers on the server side. This is because there are a lot of handlers, but currently they are all manually imported and registered which does not favour us considering the fact that there would be more handlers in the future.
