Preprocessing module work #1

Opening this pull request to track the work on the preprocessing module. Work should not be considered complete until I add a comment specifically stating so.

@toddkarin I had to comment out all the matplotlib.use('TkAgg') statements to allow me to use the module in a Jupyter notebook. I'm assuming that notebook usage is something that we want to support.
