Help page in admin section #34

Add a help or about page to the admin section contenting information about the hires system possibly including:

Could this be on the home page? The home page is not great at the moment.

Perhaps home page could be something like

  1. Introduction to the site
  2. Alphabetized list of the colleges/societies (with crests?)
  3. Information about the system itself

The home page definitely needs a re-deisng, the current one was very much just a place holder! I'll move this to a separate issue.
