This PR sets up a basic GeoDjango app. It provides:

a web app which simply displays a map of Malaya for now
a calculations app with a demo scheduled task, ready for holding the catchment and flow calculations.
a starting point for a model for Zentra data (will probably need to be updated) and an admin interface to add a Zentra device
