Verified share doesn't make it into POW #25

Is there a reason why a miner sends the correct answer for a node's POW, the node sends back saying the job is correct but the NODE is still stuck on being a normal node, thus no rewards.

There are maximum 1800 shard nodes, if the total PoW submissions over 1800, then some new node may failed to join.
