README.md needs updating #481

The part related to version 3.0 is outdated now.

18.2 has been out for a while, and includes Link 3.0, so I think it's time to downplay Link 2 and concentrate on Link 3.0.

I think that the initial paragraphs on https://dyalog.github.io/link/3.0/ should be altered too with the same change of emphasis from Link 2.0 to Link 3.0.
