mike alias --update-aliases --push 4.0 latest

this will mean that going to https://dyalog.github.io/link will go to 4.0

I would appreciate this change very much. When I follow the links in the README to the "up-to-date user documentation" I still get redirected to dyalog.github.io/link/3.0/
