Use Dyalog version information to run some tests conditionally

From what I know: There is no need as of now because all primitives should be compatible with 18.2, 19 and 20. This will be needed if plans are to run these tests on versions <18.2

55 has a case that only occurs in trunk and not in other versions.

The ability to do this has been implemented in utils.apln.
