Receive data from Telemega over SPI get device id at beginning to indicate beginning of transmission

Read to get beginning transmission, in startup function. Once received send back connection transmission and go into low power mode state.

Scrapping low power mode, handshake works, integrate into startup then go into waiting for state change state
