Add info on Locale in README. Various fixes for Dutch language. #34

I have checked the update to the Dutch messages and they work for me.

I did not update the header information.

Specifically it has a timestamp and "Last translator" field.

I updated the file using a text editor (vi) I did not use a tool , I am under the impression that the file was generated using a specific tool which perhaps created the header ?

PS: I also use a different account "cstes" on github but I intend to use the "dcstes" more and more.

Please update the timestamp and Last translator. Most of the time I use Launchpad and its teams of translator for localization https://translations.launchpad.net/drgeo
