[x] Change all doc strings to NumPy-style
[x] Configure Sphinx and readthedocs

Marking this issue as resolved. Most files are now conforming to NumPy style docstrings, and the Sphinx documentation build is configured and hosted on readthedocs.io.

Further documentation will be a continuous effort.
