Fix installer to work for non-admin users #345

have it write to the global program data directory instead of the user's dir.

Problem is particularly showing up for developers. The install problem reported with the installer not being able to see the addins directory if Revit had not been run popped up because their computers are locked down and we had to install as an admin. The admin account had not, understandably, ever opened Revit so there was no addin folder
