Add workflow file to automate project

This will add workflow which automates issues added to the repo. The workflow will add new issues to the project DynamoWishlist and move issues through the appropriate columns.

• Please create DYNAMO_WISHLIST_PROJECT_TOKEN
• Add above token as action secret with the same name
• Make DynamoWishlist project public

hey @avidit - should be all set, I created the PAT under our dynamo robot user (dynamo-ci-user) - it expires in 1 year. other steps are also completed.
